BUG: Output file is not in UTF-8

Visual studio 2008 (or, at least, the version selector that explorer uses by default to open .sln files) expects .sln files to be in UTF-8, however once the solution file goes through your program it comes out with default windows encoding (I think).  I had to open the sln file in word and resave it with UTF-8 encoding for the visual studio version selector to be able to tell it was a visual studio 2008 file.
